Neighborhood Revitalization Strategy Area

A Neighborhood Revitalization Strategy Area or NRSA is an area selected for specialized investment for greater impact, primarily  where the majority of the residents' incomes are at 80 percent or below the median income for the Charlotte-Concord-Gastonia Metropolitan Statistical Area (MSA) for 2024.  Areas for consideration often have areas of blight of significant deterioration and are in need of revitalization.

On March 18, 2025, the Gastonia City Council approved an agreement to proceed with a study of a Neighborhood Revitalization Strategy Area for the Marietta Street corridor.  The study will begin in April 2025 and will take approximately six months to complete. 

If approved, the NRSA will allow for flexible use of federal funds awarded by the U.S. Department of Housing and Urban Development (HUD) through its  Community Development Block Grant (CDBG) Program to be targeted for this specific area. The NSRA supports community development activities to include job creation, and reduces restrictions on housing activities and other projects supported by federal and local tax dollars.

2025 Consolidated Plan Draft

2025 Consolidated Plan Draft - Available 04/17/2025

Beginning April 17, 2025, the draft of the 2025-2029 Consolidated Plan Draft which includes the 2025 Annual Action Plan will be available for public comment for 30 days. The plan outlines and prioritizes HUD activities regarding housing and community development.

Public Comment Period

The 30-day public comment period begins Thursday, April 17, 2025 through Sunday, May 18, 2025.

Public Hearings

Public hearings are scheduled for Monday, April 28, 2025  and Monday, May 12, 2025, and allows for in-person or virtual attendance. See event details on the flyer below.

Gastonia Affordable Housing Plan 

In October 2022, the City of Gastonia procured the University of North Carolina Greensboro Center for Housing and Community Studies to conduct an affordable housing study.  The purpose of the study was to identify the best methods to address affordable housing needs in Gastonia. An affordable housing plan was completed in October 2023, and adopted by Gastonia City Council on November 21, 2023.  The plan will serve as a guide and resource to further develop affordable housing opportunities in the community.
