CityView Portal gives residents and contractors 24/7 convenience when applying for permits, making payments, viewing the review status of applications, and scheduling inspections. It has many functionalities with the customer in mind.

How to Apply for a Zoning-Construction Development Permit Process:

A Supplemental Form will be needed for the following Zoning-Construction/development permit applications:

How to Apply for Zoning Change of Use Permit Process:

1. Register on the City of Gastonia CityView Portal at https://devsvcs.gastonianc.gov/.

2. Create a Zoning Change of Use permit application on the City of Gastonia CityView portal at https://devsvcs.gastonianc.gov/.

a) Select Apply for a Permit under the heading Zoning and Other

b) Choose the Application Type: Change of Use - Day Care / Group Home / New Business Commercial

3. In Step 7- Upload Files, upload the appropriate supplemental form to your permit application.

4. After staff reviews your application, you will receive an email instructing you to pay. You will not be able to pay the fees until after staff review.

Once you receive your email, go to My Shopping Cart at the top of the CityView portal home page (https://devsvcs.gastonianc.gov/) and pay the fee.

Zoning Verification Letter (ZVL):

A Zoning Verification Letter (ZVL) is a written document from the Planning Department verifying the following:

Property is located within the City of Gastonia Planning jurisdiction;
The zoning designation of the property;
Verification that a particular use is permitted within the property’s zoning district; and
Zoning regulations if applicable to the property;
Status of open zoning violation cases against the property. Please be advised that an inspection of the property or building will not be conducted as part of the Zoning.

Once all documents and payments are complete and submitted, your application will be processed as it is received. It may take up to 21 calendar days for a ZVL to be processed. Failure to provide all required documentation outlined above will result in a delay of processing of the request. If you have not received your letter after the 21^st day, email planning@gastonianc.gov to check the status.

The ZVL does not verify compliance with development regulations, parking, or certify legal non-conforming status. The Zoning Office does not provide verification of building or fire code compliance. Our letters are specifically for zoning.

The submission of sample letters with desired format or content is not permitted. A ZVL does not provide legal opinions or advice. A ZVL does not authorize development activity.

To obtain Certificates of Occupancy for open or unresolved building code violations, contact the Building Services department at 704-866-6729 and press 3 or email codeenf@gastonianc.gov.

How to submit a Code Enforcement Complaint:

1. Register on the City of Gastonia CityView Portal at https://devsvcs.gastonianc.gov/.

2. Create a Zoning Change of Use permit application on the City of Gastonia CityView portal at https://devsvcs.gastonianc.gov/.

a) Select Submit a New Complaint under the heading Code Enforcement Department

b) Choose the Appropriate Complaint Type:

Abandoned Vehicle, Building Code, Fence/Wall, Graffiti, Historic District, Housing, Junk Vehicles, Livestock, Public Nuisance, Signage, Street/Sidewalk Obstruction, Tree Removal, Unauthorized Encampment, Vegetation/Weeds, or Zoning/Land Use
